There will be an exact distance of 100kms between two districts n distance of approximately 33.33 kms between two tahsiils.

There should be fix six railway tracks running parallel to each other. Three for one direction and three for its opposite direction.
Thus in a direction three railway tracks will be there. One for the mail/goods trains ,
Second for express trains which will stop only at the district headquarters and
Third will be for passenger trains which would stop after every 33.33 kms (or at every every 3kms if seems practical and economical)
